David earned a J.D., cum laude, from Harvard Law School where he was the youngest graduate in the class of 1969. He completed his undergraduate work at Johns Hopkins University, earning a B.A., cum laude, in liberal arts in 1966. Following his law school graduation, he clerked for Judge Thomas B. Finan of the Maryland Court Appeals.
