Steve Willner, a Principal with Neuberger, Quinn, Gielen, Rubin & Gibber, P.A., represents individuals and businesses in complex litigation as a member of the firm’s Litigation & Dispute Resolution Group. By excelling in cases that demand an analytical approach, Steve has successfully represented clients in a host of litigation arenas, including cases involving commercial litigation, real estate and construction disputes, labor and employment claims, and class and mass actions, as well as insurance coverage, product liability, catastrophic personal injury, and professional negligence litigation.
Steve’s passion and skill for written and oral advocacy were recognized early in law school, where he merited a position on the Moot Court Board and claimed the Best Brief Award in an intraschool Moot Court Competition. He then pursued additional training through clerkships at the U.S. Attorney’s Office in Baltimore and for the Honorable Wanda Keyes Heard of the Circuit Court of Maryland for Baltimore City.
Prior to joining the firm, Steve practiced at a Baltimore litigation boutique and in the litigation department of a national law firm. Steve’s successes at these firms included obtaining early dismissals and favorable settlements on behalf of numerous clients across a variety of industries.
In addition to serving clients as an advocate in dispute resolution forums, Steve also counsels his clients in general corporate matters. Combining a litigator’s insight with business common-sense, Steve strives to provide his clients with efficient, effective, and creative solutions to their simple and complex business problems.

- Successfully defended luxury condominium developer against warranty claims by securing favorable settlements for two separate developments.
- Prevailed on motion to dismiss defamation and tortious interference claims filed against medical professionals in Maryland federal court.
- Assisted legal team in defense of class and mass actions against hotel operator alleging injuries from carbon monoxide exposure, resulting in dismissal of numerous claims and settlement of others at very low figures.
- Successfully represented sports organization in court and arbitration cases against celebrity professional athlete.
- Assisting in defense of operators of Washington Union Station in condemnation proceedings filed by Amtrak.
- Obtained six-figure arbitration award for passive investor in prevailing on breach of contract and breach of fiduciary duty claims against company’s managing member.
